There will be hundreds, thousands, or even millions of new top-level domains, from the variety known as gTLDs. "ICANN is working towards accepting the first applications in the second quarter of 2009", as noted in their process FAQ.
This also affects the "fast track" introduction of internationalized top-level domain names for territories with a country code, also known as IDN ccTLDs. "The Board intends that the timing of the process for the introduction of IDN ccTLDs should be aligned with the process for the introduction of new gTLDs", stated in an ICANN Board resolution.
